GENERAL STATEMENT OF DUTIES

Structure, lead, plan and coordinate the activities of the Youth Workforce Center which is a partnership of educational, business, and human services organizations. The center provides a regional system of academic assistance and/or enhancement, career and technical skills training, work experience opportunities and employability skills training to under-represented youth ages 14 to 24 under the requirements of the Workforce Innovation and Opportunity Act.

 

ESSENTIAL FUNCTIONS

Responsible for the development and management of the WOIA Youth Grant as awarded to NHREC by the Greater Peninsula Workforce Board (GPWB).

 

Assumes responsibility for the fiscal management of the In-School and Out-of-School grants in accordance with the policies and guidelines under the Workforce Innovation and Opportunity Act.  This includes developing and monitoring budgets, execute payments according to regulations, prepare reports for the GPWB. 

 

Supervise the work of the case managers and Eligibility Specialist.

 

Develops and approves all purchase orders and vendor contracts for services under WIOA regulations and in coordination with NHREC procurement processes.

 

Assures and certifies that youth candidates are eligible for services utilizing Federal regulations and GPWB procedures and that all records are entered accurately into the state data base system.

Structures and coordinate services through a regional partnership as approved in the negotiated contract to assure that services are provided as stipulated to the number of young adults ages 14 to 24 under the requirements of the Workforce Innovation and Opportunity Act. 

 

Develops and coordinates program activities and contracts in conjunction with the Education Training Committee and its subcommittee as appointed, school division representatives, community agencies and organizations, and key vendors and contractors to meet established performance measures. 

 

Assures that youth program plans, case management, services, and documentation are in compliance with GPWB, WIOA and YWC standards and processes which is audited annually.

 

Assures that youth follow-up and outcomes are completed on the scheduled time frame as established by WIOA and GPWB.

 

Responsible for monitoring and reporting on the program performance measures for individual’s and program along with system impacts as established with the Greater Peninsula Workforce Board.

 

Responsible for vision and direction of program training and support services to best address identified needs of youth in conjunction with state wide providers, as well as local partners.

 

Recruit candidates and provide community awareness by making public presentations, providing allied professionals with information on referral processes and developing and distributing written materials for public use.

 

MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS

Requires a minimum of three years experience with educational, workforce development programming or business with experience with grant management and program funding preferred.  Bachelor’s degree required with a degree in education, human services, workforce development or public administration preferred.  Teaching or employment experiences with adolescents or workforce development experience with adults preferred.  Must be able to work with diverse audiences and with the issues involved with serving individuals with barriers and/or documented disabilities. Valid Virginia driver’s license required.
